依我國政府規定,外國人醫師執照不可於本國行使醫療行為,但經提出申請,通過後可於教學醫院從事臨床進修或臨床教學。申請作業要點如下(英文版為自行翻譯,若有疑義以中文版為準)

According to regulations set forth by the government of our country, foreign nationals are not permitted to engage in medical practices within the country. However, upon submission of an application and subsequent approval, they are allowed to participate in clinical training or clinical teaching activities at teaching hospitals. The key points of the application process are outlined below (the English version is a self-translation, and in case of any discrepancies, the Chinese version shall prevail).

Guidelines for Application Procedures for Foreign Medical Personnel to Participate in Clinical Training or Teaching at Teaching Hospitals

1.The Ministry of Health and Welfare (hereinafter referred to as "the Ministry") has established these guidelines to enhance international cooperation, promote medical exchanges, ensure patient safety, and enable foreign medical personnel to engage in clinical training or teaching at hospitals in Taiwan. These guidelines will be used to apply for visas through Taiwan's embassies, representative offices, branch offices, or other diplomatic missions authorized by the Ministry of Foreign Affairs

2.The term "foreign medical personnel" referred to in these guidelines refers to foreign nationals who have obtained qualifications as medical personnel in their home country, excluding those from mainland China.

3.Hospitals that accept foreign medical personnel for clinical training must be teaching hospitals that have passed the evaluation (hereinafter referred to as "teaching hospitals"). One month before the scheduled start date of clinical training (three months before for training periods exceeding three months), the hospital must complete the application form (see attached) and submit the following documents to the Ministry of Health and Welfare for approval:

(1) A copy of the passport or other identification documents

(2) A copy of the foreign medical personnel certificate, specialist physician certificate, or other qualification certificate (including a Chinese or English translation)

(3) Proof of engaging in medical services for more than one year (including a Chinese or English translation), with the issuing date no more than six months before the application date.

(4) A clinical training plan, including the purpose of the clinical training, start and end dates, department, supervising medical personnel, and clinical training items.

(5) For clinical training periods exceeding three months but not exceeding six months, a health examination report including chest X-ray, tuberculosis examination, syphilis serological test, measles, and rubella

4. Foreign medical personnel may engage in clinical training at a teaching hospital for a maximum period of two years. However, with a clear explanation and submission of a revised clinical training plan, the foreign medical personnel may apply for an extension from the Ministry of Health and Welfare, with the maximum extension period not exceeding two years.

5. When teaching hospitals accept foreign medical personnel for clinical training involving practical training, they must assign medical personnel of the corresponding training category to provide on-site guidance. The trainees may not perform invasive medical procedures independently. However, if the clinical training period does not exceed three months, practical training may not be carried out.
